A tropical depression over Vietnamese waters has intensified into Storm Lionrock and is expected to hit the country’s north-central coast Monday. The southern Chinese city was battered by heavy rain and high winds as other parts of the country also experienced dangerous weather conditions. According to the National Center for Hydro-Meteorological Forecasting, the storm lay northwest of the Hoang Sa (Paracel) Islands in the East Sea, known internationally as South China Sea, at 4 a.m. Friday with winds of 60-75 kph. The Rainstorm Warning Signal has been changed to Red since 12.45pm. This means that heavy rain has fallen or is expected to fall generally over Hong Kong, exceeding 50 millimetres in an hour, and is likely to continue. Apart from the scaffold which collapsed in Happy Valley this morning which resulted in 2 cars being trapped, multiple tree collapse incidents were recorded. Flooding was reported in New Territories, West Central and even Wan Chai district. Many roads in Wan Chai including Kennedy Road and Johnston Road were flooded. A HSBC bank branch in Wan Chai was flooded and an underground pipe on Chai Wan Road in front of Salesian English School broke resulting in a fountain being formed. Local media reported that construction workers and several other people trapped in two cars were rescued by emergency workers after the scaffold collapsed. The Hong Kong Observatory reported that Tropical Storm Lionrock was southwest of the regional financial hub, which has a population of 7.5 million. Maximum sustained winds were measured at 61 kilometers (38 miles) per hour.
